This year has been so full of excitement and change, that I’m finding it hard to sum up in just one blog post! But here goes… On January 3rd we moved house. The purpose behind this particular set of changes came down to simple numbers. In 1995 Congress amended Title VII of Public Law 104-88 so that the Secretary of Interior would now be authorized to create “Areas of Critical Environmental Concern” also known as ACES. It should be noted here that neither GTNRA nor YNP received such designation prior to August of 1996 however both parks did receive approval later on to use these guidelines as needed without having their status changed officially since these areas were deemed critical to protecting natural resources due to high levels of human activity. One thing needs to be pointed out right away; although the regulations governing ACES do allow for more flexibility than normal federal land laws require, most important among them is Article III Section D Paragraph C Item #3 states clearly that ” No area shall be designated solely upon the basis of recreational activities.” Nowhere does this document state anything remotely close to allowing the use of motorized equipment exclusively within certain sections of a national park just
